I think this was actually said twice. The ex-Dendarii/Oseran mercenary (I don't recall the name) working for Randall's Rangers talking to Cavillo about Miles said that in The Vor Game. Later, in Brothers in Arms, Miles (in his role as Lieutenant Lord Vorkosigan), said that to the Earth reporter Lise Valerie, referring to Admiral Naismith."...He's a military genius, you know."

The second instance of the quote is Dar at the council meeting stating "They used a knife-making technique on wedding cords." In both circumstances, it's Dar speaking, but Dar is interrupting Dag's testimony about their wedding cords (which Fawn also interrupted).
I just re-read beguilement and legacy (checked out of the library since my books were packed up; they're now partially liberated).
