Both book and character are correct, and you are right about it being a rank with authority... I don't think you can be more specific without the book in hand. Since no one else accepted your offer to take your conclusions and run with them, I take it as unanimous that the Sherlock is yours. And the next quote!

Hallowed Hunt
Spoiler: show
The rank I was looking for was king - towards the end of the story there is that one night when Ingrey becomes the hallowed king in order to release all the trapped ghosts. The impossibility he refers to is passing judgment on the dead king who'd schemed to sever the ghosts from the gods.

To risi; thanks and
Spoiler: show
I did remember he manages to get the ghosts free, but I forgot he actually became the Hallow King that night. Of ocurse it makes sense: the other character had to become Hallow King to try it, so only by becoming King himself could he do anything, but the notion of "king" applied to Ingrey did not come to me, _HH_ was not my favorite book and did not impress my memory so much.
OK so now next quote
Which do you think they'd rather believe, that we're great, or that they're a bunch of screw-ups?
Book?
Who is talking?
Who are "we"?
Who are "they"?
Human is as human does....Animals don't weep, Nine

Book? Warrior's Apprentice
Who is talking? Miles, of course
Who are "we"? Miles's small party: Miles, Elena, Bothari, and Baz
Who are "they"? Lieutenant Thorne and Captain Auson
The Princess Bride.

If you're not getting the right answer," XXX said slowly, "maybe you're not asking the right question."

Just trying:
it sounds like something Umegat could tell Cazaril in "Curse of Chalion" but there are many places it could happen and I am too lazy to check one after the other, so just a shot in the dark...

Here is more of the dialog:
". . . And so on. " She flung up her hands in frustration.

If you're not getting the right answer," XXX said slowly, "maybe you're not asking the right question."

"So what is the right question?"
Book?
Who is XXX (speaking second)?
Who is she (speaking first and third)?

Got it finally!

After you posted the longer quote, I knew the book was "Mirror Dance", XXX was Miles and "she" was a Durona, but I was convinced "she" was Lilly, but the quote was not where it should have been.
Finally I got it: "she" is indeed a Durona, though not Lilly, but Rowan!

Hard one, that!

"(...) I may be completely off-base, and panicking prematurely."
"I don't think so. I think you're panicking post-maturely. In fact, if you were panicking any later it would have to be practically XXXly. (...)"
Book?
Who are the two protagonists (in the correct order)

Bonus:
XXXly is an adverb. Which adverb?
Human is as human does....Animals don't weep, Nine

Cetaganda, Miles and Ivan.

Bonus: Something like "post mortally"
If ye love wealth better than liberty, the tranquility of servitude than the animating contest of freedom, go from us in peace. We ask not your counsels or arms. Crouch down and lick the hands which feed you. May your chains sit lightly upon you,

The next quote and at least one Sherlock.
But as for the bonus.. from one who has been there, I would have expected better. Want to give another try?

I just happen to have stumbled over this quote riding on the train back home reading Cetaganda (I couldn't help laughing loud earning some astonished looks). I will go for the bonus, since Ghost haven't come up with it so far: posthumously

New quote:
"X," Y breathed, closing his eyes. "How, God, have I sinned against You, that You have given me X—here. . . ."

God not deigning to answer, Y smiled crookedly and turned.

Thanks
What night-owls we are, both of us (assuming you are now in Croatia, not in the US or a place like that)

New quote
"So long, XXX1. ZZZ, dammit."

YYY added, "Take good care of yourself, XXX2, please? ZZZ, dammit." Their forms twinkled into thin air.

Book?
What character is XXX?
Who speaks first?
Who speaks second (YYY)

EDIT
Bonus:
1)What verb is ZZZ?

Hint: It is a verb that XXX is notorious for not doing, so you can guess it even without finding the exact passage.

2) On what occasion were these sentences uttered?

(This makes the bonus a bit harder, but is in fact a hint for the main question.)

(The exact forms of XXX1 or XXX2 are not required, you can give them if you want, but no extra bonus for that, the bonus is the verb and the occasion)

Book? Memory
What character is XXX? Miles, of course
Who speaks first? Aral, the Count
Who speaks second (YYY) Cordelia, the Countess

EDIT

Communicate

Miles' 30th birthday

(This makes the bonus a bit harder, but is in fact a hint for the main question.)

XXX1 is son and XXX2 is kiddo
