Both book and character are correct, and you are right about it being a rank with authority... I don't think you can be more specific without the book in hand. Since no one else accepted your offer to take your conclusions and run with them, I take it as unanimous that the Sherlock is yours. And the next quote!

Got it finally!

After you posted the longer quote, I knew the book was "Mirror Dance", XXX was Miles and "she" was a Durona, but I was convinced "she" was Lilly, but the quote was not where it should have been.
Finally I got it: "she" is indeed a Durona, though not Lilly, but Rowan!

Hard one, that!
