I know this one, in case anyone was afraid it would grow cold, I'm just waiting my five days and a bit more to let others get their chance (I also remember the other occurrence, voralfred, so definitely not a good idea for another quote ;) )

There are the hints to

This two sentences are related to this situation, but not (!) as literal quotes.
"We don't intend to negotiate with terrorists" and "Aim high!".

This two sentences are related to this situation, but not (!) as literal quotes.

The only thing that comes to mind is the US Governments attitude of "We don't intend to negotiate with terrorists".

And wasn't it the motto of the US Air Force or US Army some years ago to,"Aim high!"? Must have been the Army's motto, seems like the Air Force's was "Aim low, you have a better chance of hitting the target this way."

Pretty sure none of this is the answer, but it passed the time.

It's Miles remembering Simon's words during his briefing on mission regarding the pirates and captured ImpSec courier. Those words were Miles' orders on pirates. Placement of this quote is first pages of "Memory".

Welcome, Miles!
Since you are new, and you seem to know LMB's works well, and are probably going to guess again, I just want to tell you of the "anti-ping-pong" rule: when someone guesses your quote and put a new one, you are forbidden to answer it for 5 days (now the rule applies to Jetta; she is not allowed to answer your quote for 5 days). However if a third player answers, and posts a third quote, even within a few hours only of the question after yours, you are allowed to answer, the "ping-pong" applies only to the person who asked the question just before. The idea is to keep two too good players to confiscate the game.

Hint 1 - for determining the place where this quote was said - try to remember, what location mentioned by LMB had striciest customs policy regarding possible microbiological infestation.
Hint 2 - by whom it was said - this person was virtually locked up in another person's apartment for the sake of safety.. and just got weary of that.

Naturally I started looking for it in the last half of the book and went to the end, instead of the other way around. Great quote, great hints!

Though I was sure it was Ethan of Athos (the line about the plague bacillas clinched it), I thought we were supposed to wait until it's confirmed by the poster before putting up the next quote.

It took me a few minutes to figure this one out, but I'll wait to see if anyone else gets it before I post (in part because I haven't gone looking for the next quote).
Waiting patiently for the next Lois McMaster Bujold book.

My apologies to all, I accidently mistook E Pericoloso Sporgersi's post for belonging to Miles(SFI)'s, and thought I had been confirmed in getting the correct answer. I wasn't paying attention. If the forum so desires I would certainly understand if my Sherlock was voided out and Miles(SFI) posted another one.
